今日は ' It is + 形容詞 + that ...should ... ' の文章関連の追加説明です.
以下の ' 必要性, 重要性, 望ましい' を意味する形容詞後の that節には
'...当然 ..する必要がある'の意味になり 'should + 動詞原形'が来ることが特徴です.
should を省略して動詞原形だけ使うこともあります!
It is necessary that ...(should) + 動詞原形 : (当然必要な)
It is essential that.....(should) + 動詞原形 : (必要不可欠)
It is urgent that.....(should) + 動詞原形 : (とても必要な)
It is important that.....(should) + 動詞原形 : (重要な)
It is vital that.......(should) + 動詞原形 : (必ず必要な)
It is desirable that.....(should) + 動詞原形 : (望ましい)
' 当然 ....する必要がある' の意味を表す necessary の形容詞例文.
It is necessary that our children should be given the best possible education.
It is necessary that our children be given the best possible education.
一方, ' ...(事実)である, ...事実であった ' など 事実, 予想などを表す形容詞の場合には
should や動詞原形を使いません. ' 当然...するべき.....'の意味がなくなるからです!

これは '事実' ではなく, ' 文章の意味が事実ではなく,
あくまでも仮定的に状況を述べる時に使います.
